EU member states are responsible for their own health policy, but the EU adopts numerous laws concerning health and the internal market which are implemented in Norway. EU also has a complementing role when health policies have a European dimension. According to the EEA agreement Norway must follow EU laws regarding free movement of people and improvement of employee’s work conditions. However, EU member states are responsible for most social policies, including labour market policy, social security, integration and social policy. Progress is EU’s programme for employment and social solidarity, and the Health Programme covers health promotion, rapid reaction to health threats and information. Other relevant programmes are Daphne III – combating violence, and Drugs prevention.
