The EU's competences in the field of culture only dates back to the Maastrich Treaty of 1991. Article 151 says that the “Community shall contribute to the flowering of the cultures of the Member States, while respecting their national and regional diversity and at the same time bringing the common cultural heritage to the fore”. Initiatives at the EU level shall initially encourage cooperation between different member countries and contribute to the strengthening of the European cultural diversity. The main part of the EU's activities in the cultural field is connected to the Culture2007 and Media programmes. Culture2007 covers areas such as cultural heritage mobility and cooperation in visual art, creative art and literature. The media-programmes support the European television and cinema sector in the competition created by an international market.

Norway participates in the European Union Culture Programme (2007-2013).The general objective of the programme is to enhance the cultural area common to Europeans through the development of cultural cooperation between the creators, cultural players and cultural institutions of the countries taking part in the programme, with a view to encourage the emergence of European citizenship. |
