The member countries have established a common aim of becoming the worlds most competitive and dynamic knowledge-based economy. Education and research is therefore an important element of European cooperation. The EU member states are responsible for their own education policies and organization of their education system. EU’s role is to contribute to improving the standard of education through encouraging cooperation and promote mobility and mutual recognition of formal competencies. The promotion of formal education and training happens through EU’s programme for Lifelong Learning, while Youth in Action is the youth programme for informal learning. Norway is also a full-worthy member of the 7th Framework programme (FP7), EU’s most important financial tool to support research and development. Approximately 75% of what Norway contributes to participate in EU programmes is paid to FP7.

Norway participates in several EU programmes related to education. Recently, Norway became a full-worhty member of the 7th Framework programme for research and developmenet, EUs lifelong learning programme, and EUs Erasmus Mundus Programme 2007. |
